Pursuant to the Freedom of Information Act, I hereby request the following records:
1. A copy of any document setting forth the mission, purpose, or scope of the Disinformation Governance Board.
2. Any organizational chart concerning the structure of the Disinformation Governance Board, or any such chart listing the Disinformation Governance Board.
3. Any document setting forth the budget of the Disinformation Governance Board.
4. Any documents concerning the Department's decision to establish the Disinformation Governance Board.
5. Nina Jankowicz's personnel file.
6. Any drafts of the May 2, 2022 "Fact Sheet: DHS Internal Working Group Protects Free Speech and Other Fundamental Rights When Addressing Disinformation That Threatens the Security of the United States," available at https://www.dhs.gov/news/2022/05/02/fact-sheet-dhs-internal-working-group-protects-free-speech-other-fundamental-rights.
7. Any email correspondence sent to or from the Office of Public Affairs (DHS HQ) concerning the Disinformation Governance Board.
I seek expedited processing of this request on the basis that there is an urgency to inform the general public about an actual or alleged federal government activity. I am a person primarily engaged in disseminating information, as I regularly make (and publicize) public records requests concerning government affairs. I also frequently appear in media commentary about matters involving civil liberties and the First Amendment. As evidenced by the Department's May 2, 2022 "Fact Sheet" publication, this request concerns federal government activity. That activity has attracted significant public attention, as is again evident from the Department's decision to publish a "Fact Sheet" about the matter.
I further request that fees be waived in this request, as disclosure of the materials sought would further the public's understanding of the purpose and nature of the Disinformation Governance Board. These records will be posted online on Muckrock.com and will further be reviewed and posted in other outlets.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
