This is a request under the Freedom of Information Act. I hereby request the following records:
I request any and all documents pertaining the democracy and political assistance programs mantained by USAID through the International Republican Institute and the National Democratic Institute with Mexican political parties through FY 2000 to 2013. Please detail the activities undertaken by both the IRI and the NDI with Mexican political parties during this period. Also, please include information on the budget approved by USAID for programs that involved Mexican political parties during this period.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Regarding your FOIA request dated February 22, 2013, I am writing to ask
that you clarify and narrow the scope of your request. Your request for
any and all documents pertaining to the democracy and political assistance
programs maintained by USAID through IRI and NDI with Mexican political
parties from FY 2000 to 2013 is very broad, which may require a very
lengthy and costly search.
Are you looking for a particular document, documents or type of document?
It would assist us greatly if you could further define and target the type
of information and documentation that you are requesting. The time period
you asked for covers a very long span of years. Would it be possible for
you to shorten the time span? Such a clarification and narrowing would
allow us to direct our energy and focus on items of importance to you.
We also have a large backlog of requests in the FOIA Office. Because of
all these factors, the completion of your request as it is now stated will
take a great amount of time.
We would greatly appreciate a clarification and narrowing of your request.
Please respond to this letter by cob Thursday, May 9, 2013, so that we can
continue processing your FOIA request. Right now, it is on hold until we
hear back from you.

Thank you for your comments. Concerning the request being too broad, it's ok by me if we narrow it down to FY 2006-2012 and include only reports that mention what were the activities that were undertaken with each Mexican party. Not the results of every program, but just information on the names of projects, semminars, training sessiones, etc. Would that be workable?
