To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

Any and all records, documents, notes, and materials relating to the alleged deal between the DEA and the Sinola Cartel/El Chapo between the years 2000 - 2012. I further request any and all materials and records related to communications between agents and members of the Sinola Cartel, as well as El Chapo.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Any information relating to the agreement between the US Government & Mr. Loya-Castro, to dismiss the prosecution of the pending case against Mr. Loya-Castro, not to interfere with his drug trafficking activities and those of the Sinaloa Cartel, to not actively prosecute him, Chapo, Mayo, and the leadership of the Sinaloa Cartel, and to not apprehend them.
