To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

Records pertaining to the OIG / Office of Labor Racketeering investigation into District Council 9 of the International Brotherhood of Painters and Allied Trades Union, specifically into the association of James D. Bishop with the Luchese organized crime family of La Cosa Nostra (LCN).

This investigation was reported in the Semiannual Report, Office of Inspector General, US Department of Labor April 1 - September 30, 1990, pgs. 43-44 (see attached). It is published on the DOL OIG's website at https://www.oig.dol.gov/public/semiannuals/24.pdf

As noted in the report, Mr. Bishop was widely reported as murdered. Note as well, several individuals likely to be named in the report (other than Bishop) are also widely reported as deceased. They include the following (with obituaries attached): Edward Filancia (died 1999); Peter Chiodo (died 2016); Christopher Furnari (died 2018). Obituaries are attached.

Please conduct a search of the Investigative Case Files and Tracking System (DOL/OIG-11) and Investigative Files of the Office of Labor-Management Standards (DOL/OLMS-1).

If any potentially responsive records have been destroyed and/or transferred to NARA, then I request copies of the destruction or transfer slips as well as any other documentation relating to, mentioning or describing said transfer or destruction, to include but not be limited to confirmation that the Bureau has no other copies of said records.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
