This is a request under the Freedom of Information Act. I hereby request the following records:
For the years 1984 and beyond, a copy of all FBI files pertaining to the hijacking of Northwest Orient Airlines Flight 305 on November 24, 1971 by an individual commonly referred to as “D.B. Cooper” (or “Dan Cooper”). Please restrict files to those different (new, or un-redacted) from previously released documents located in the FBI FOIA Reading Room (https://vault.fbi.gov/D-B-Cooper%20/ parts 1 through 7).
Note that non-public investigatory materials are in scope of this request, having FBI confirmation that the case is closed. E.g. :

Details of the new investigative technologies applied in this case are requested. Records and information available to former employees of the Bureau are also specifically requested. Note prior FOIA case law that establishes the extent to which agencies MUST search all records system reasonably believed to contain responsive documents, even if it means contacting former employees. Truitt v. Department of State, 897 F.2d 540, 542 (D.C. Cir. 1990) makes it explicitly clear that it is the obligation of the Department to “conduct a search reasonably calculated to uncover all relevant documents.” The Justice Department’s May 2004 FOIA Guide says that an agency “cannot limit its search to only one record system if there are others that are likely to turn up the information requested.” Rather, the obligation of the Department to search other sources likely to contain responsive records includes contacting former employees where necessary. [See, e.g.,Comer v. IRS, No. 97-76329, 2001 U.S. Dist. LEXIS 16996 (E.D. Mich. Sept. 25, 2001) which found an agency search inadequate when the agency made no attempt to contact a former employee familiar with the information sought.]
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

Estimated Dates of Completion
Requests are processed in the order in which they are received through our multi-track processing system, and the FBI receives a voluminous amount of requests on a daily, weekly, monthly, and annual basis. Requests are divided into two primary tracks--simple (under 50 pages of potentially responsive documents) and complex (over 50 pages of potentially responsive documents). Our complex requests are further divided into medium, large, and extra-large sub-tracks. Simple track requests typically require the least amount of time to process.
Currently, simple track cases average approximately 181 days from the date of receipt for processing. Requests in the medium processing track are currently averaging 232 days from the date of receipt for processing, those in the large processing track are currently averaging approximately 659 days, and those in the extra-large track are averaging 998 days.
