Pursuant to the Freedom of Information Act, I hereby request the following records:
I am looking for the month, day, and year each member county or former member county was added and/or removed from the High Intensity Drug Trafficking Area (HIDTA) program. The Federal Register is incomplete (e.g. according to the website of the Gulf Coast HIDTA, eight counties were added to the HIDTA program, but they are not listed in the Federal Register). Thus, this information is not already in the public domain.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Hi,
Thank you for replying to my request. I have a few questions about the data that you provided.
First, Gilmer, Braxton and Lewis counties in VA and VanBuren county in Tennessee are missing from the list of added counties but are present on the list of removed counties. I was wondering why the dates added for these counties are missing and if they could be provided to me.
Additionally, in my request, I asked for the day/month/year the HIDTA was designated. The provided files list only the year. I know that the dates for at least some of the HIDTAs are publicly available and that they are not all added at the same time each year. Could I please have an explanation for why the full dates are not provided?

Hello,
It appears that all four counties (Gilmer, Braxton, and Lewis in West Virginia and Van Buren in Tennessee) were designated upon the creation of the Appalachia HIDTA in 1998. Regarding the question about the precise date that the areas were designated, this is not something that the HIDTA Program Office tracks nor would it be useful in the oversight of the HIDTA program. Also, posting in the Federal Register is not required by our statute and, historically, didn't occur with every designation cycle.
