The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

As review of documents responsive to your request has progressed, we have
discovered that there is a considerable amount of information in the
responsive documents that does not originate at the NRO and does not fall
under our purview for a final release determinations. Proper vetting of
the responsive documents will require an extensive amount of consultation
with numerous other government agencies (OGAs) before a final release
determination can be made.

With this in mind, and based on our past experience in consulting with
multiple agencies for review of responsive documents, we believe that
reaching a final release determination for your request will require, at
minimum, an additional 12-18 months. Unfortunately, the response times for
consult requests to other agencies are entirely dependent on the size and
complexity of their case work queues.

It is possible that we may be able to provide a much more timely response if
you would consider the possibility of eliminating OGA information from your
request. Should you choose to do so, it is likely that we can segregate and
eliminate information that originates with, or addresses the functions and
operations of OGAs, and provide a response within the next few weeks.

You are under no obligation to amend your original request in this manner,
but we wanted to offer an option to you that, while limited in scope, may
enable release of some information much more quickly. Should you wish to
eliminate OGA information from the scope of your request, please let us
know, and we will continue and complete your request accordingly. If we do
not hear from you in this regard, we will continue processing of the
requisite OGA reviews.
