Dear FOIA Officer,

This is a request under the Freedom of Information Act.

On July 6, 2016, the Department of Homeland Security Office of Community Partnerships posted a Notice of Funding Opportunity, stating that $10 million in grants would be awarded to a projected 60 organizations under the Countering Violent Extremism program. I am requesting the notices sent to each grant recipient advising them that they had been selected to receive grant funding under CVE, as well as the application that each grant recipient submitted to seek CVE funding.

To be clear, I do not want copies of applications from organizations that were not selected to receive funding. I only want the applications that were submitted by organizations who were selected to receive funding, as well as the notices that DHS subsequently sent to those organizations informing them that they had been selected to receive funding.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I am a reporter with The Trace, a nonprofit news organization, making this request through MuckRock's public records management service. Therefore, if there are charges, please send me an invoice requesting payment from The Trace, not from MuckRock.

This is the final response to your Freedom of Information Act (FOIA) request to the Department
of Homeland Security (DHS), dated February 7, 2017, and received by this office on February 7,
2017. You are seeking under the Countering Violent Extremism program, the notices sent to
each grant recipient advising them that they had been selected to receive grant funding under
CVE, as well as the application that each grant recipient submitted to seek CVE funding.

We conducted a comprehensive search of files within the Office for Community Partnership for
records that would be responsive to your request. Unfortunately, we were unable to locate or
identify any responsive records. However, DHS has posted records on the general overview of
the submitted grant proposals, which are posted online at (DHS-16-OCP-132-00-01):

While an adequate search was conducted, you have the right to appeal this determination that no
records exist within DHS that would be responsive to your request. Should you wish to do so,
you must send your appeal and a copy of this letter, within 90 days of the date of this letter, to:
Associate General Counsel (General Law), U.S. Department of Homeland Security, Washington,
D.C. 20528, following the procedures outlined in the DHS FOIA regulations at 6 C.F.R. § 5.9.

Your envelope and letter should be marked “FOIA Appeal.” Copies of the FOIA and DHS

Provisions of the FOIA allow us to recover part of the cost of complying with your request. In
