This is a request under the Freedom of Information Act. I hereby request the following records:

The contract awarding the job of creating and/or maintaining the Department of State's FOIA Redaction Tool, including how much the contract was worth and any restrictions on the licensing or use of the tool used to redact FOIA requests.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

I appeal this closure of my request on both grounds.

I had applied for a fee waiver, and am requesting as a media requester. If the fee waiver was denied, missing the 20-day statutory deadline for a response would have waived any fees, thus making my not having a fee agreement irrelevant at the time of the State Department response. I also specifically requested a fee estimate if fees were going to be associated with the request, and was never provided such an estimate.

I also appeal the rejection of my request us unreasonably described. I asked for a specific contract and data that would reasonably either be included in or accompany that document. The contract is regarding software regularly used by the FOIA processing office of the State Department, and so it is reasonable to conclude that members of this department would, if not directly familiar with the software contract itself, be able to locate which department holds that contract.

Please process my original request based on its original place in the processing queue, or let me know of any other problems or clarifications I can provide.
