Pursuant to the Freedom of Information Act, I hereby request the following records:

On 11/7/2018 Deputy EOIR Director Katherine Reilly issued a memorandum entitled "New Format for Memoranda and Cancellation of OPPMS." The regulation requires such directives to be issued by the Director, not the Deputy Director. 8 CFR 1003.0(b). The memorandum also announces apparently for the first time an ongoing review at the EOIR regarding agency guidance and OPPMs.

To further understand that review and the circumstances behind the issuance of this memorandum, I am requesting the e-mail messages to or from James McHenry and Katherine Reilly between 05/01/2018 and the present date mentioning the following keywords:

"97-5"
"99-3"
"03-04"
"13-01"
"17-01"
"OPPM"
"comprehensive review" or
"policy memoranda"

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
