This is a request under the Freedom of Information Act. I hereby request the following records:
Copies of contracts with The SecDev Group, commonly known as SecDev, and any final reports generated and delivered by SecDev to the Department of State over the past 5 years. If retrieving the contracts themselves is too burdensome please provide a list of contracts. Please include any processing notes made in completing this request.
The address for SecDev is World Exchange Plaza, 45 O'Connor Street, Suite 1150, Ottawa, Ontario, Canada K1P 1A4.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. I am a published independent reporter and a current contributor to Forbes (http://www.forbes.com/sites/runasandvik/). I have also had my journalism published on domestic and international blogs.
The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

I have contacted the Case Analyst and requested an estimated completion date for your case. The Analyst will contact the bureaus doing the searches and the individuals reviewing the material. This will take some time because each case is different. The search and review time varies. The time depends on the complexity of information requested and the time it takes to review the material.

I am writing in response to your 4/22/2014 FOIA request for copies of all "...contracts with the
SecDev Group ... and any final reports generated and delivered by SecDev to the Department of State
over the past 5 years."
Unfortunately, the FOIA does not require agencies to do research, to analyze data, to answer
written questions, or to create records in response to a request. Answering your request would involve
researching all Department files for the documents requested, identifying the times and locations of performance
and creating a list, i.e., a record of those documents.
