This is a request under the Freedom of Information Act. I hereby request the following records:

Copies of contracts with The SecDev Group, commonly known as SecDev, and any final reports generated and delivered by SecDev to the Department of State over the past 5 years. If retrieving the contracts themselves is too burdensome please provide a list of contracts. Please include any processing notes made in completing this request.

The address for SecDev is World Exchange Plaza, 45 O'Connor Street, Suite 1150, Ottawa, Ontario, Canada K1P 1A4.

The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Dear Ms. Sandvik:

I am writing in response to your 4/22/2014 FOIA request for copies of all "...contracts with the
SecDev Group ... and any final reports generated and delivered by SecDev to the Department of State
over the past 5 years."

Unfortunately, the FOIA does not require agencies to do research, to analyze data, to answer
written questions, or to create records in response to a request. Answering your request would involve
researching all Department files for the documents requested, identifying the times and locations of performance
and creating a list, i.e., a record of those documents.

(See http://foia.state.gov/Request/Guide.aspx#RequestingInformationundertheFreedomofInformationAct(FOIA)
for more information on this rule and the FOIA in general.)

I refer you, however, to two U.S. government websites, which might help in your research.

www.fbo.gov is the U.S. government's acquisition competition website. It has an archive of current and past
acquisition actions. The archive is searchable and available to the public.

www.usaspending.gov is the U.S. government's acquisition transparency website. It is available to the public and
is searchable.

Should you wish to re-define your request, please contact me via e-mail or telephone and include Ms. Tangie Ellis
on your reply. If, in light of this information, you wish to cancel your request, please reply to Ms. Ellis via e-mail.

Sincerely,

Joseph F. Cuadrado

The Department is undertaking a comprehensive effort to clear up its past backlog of information requests. Unfortunately, the FOIA does not require agencies to do research for you, to analyze data, to answer written questions, or to create records in response to a request. If you wish to re-define your request and open a new case please contact the department by telephone (202) 202-261-8484, fax to (202) 261-8579, or by writing to the Office of Information Programs and Services, A/IPS/CR/WEP, SA-2, Department of State, Room 8100, Washington, DC 20522-8100.
