This is a request under the Freedom of Information Act. I hereby request the following records:

Copies of contracts with the Robotics Institute at Carnegie Mellon University (CMU), invoices and drawdown requests from the Institute to the agency, and any reports generated and delivered by the Institute to the agency over the past 5 years.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. I am a published independent reporter and a current contributor to Forbes (http://www.forbes.com/sites/runasandvik/). I have also had my journalism published on domestic and international blogs.

The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

This is in response to your December 12, 2014, Freedom of Information Act request, a copy of which is attached for your convenience. We received your request on October 17, 2016 and assigned your request case number 17-F-0071 for tracking purposes.

We have been reviewing the approximately 1,836 open FOIA requests in our backlog and found that your FOIA request has not yet been processed to completion. We apologize for the delay in completing your request.

The reason for this letter is to ask if you still wish to have our office process your request. We ask that you respond within 30 days of the dating of this letter with a willingness to continue processing. If we do not receive a response we will assume that due to the time that has transpired you are no longer pursuing the request and we will administratively close your request in this Office with no assessable fees. I apologize for the inadvertent delay in responding to your request and also for not advising you sooner of this situation.

Dear Mr. Sandvick:

DARPA, the searching component for this FOIA request, has advised us of the following: 1) DARPA cannot search for contract information on a specific research branch/section/laboratory of a university and 2) Most DARPA contracts are administered by contracting agents that have cognizance over the release of their information. For this request, they are able to search for contracts with Carnegie Mellon University but cannot isolate contracts with the National Robotics Center (NREC).

After conducting intensive manual reviews, responsive records were identified. One of those records is already cleared for public release. However the remaining documents will require more time due to submitter notice and a DARPA technical review. DARPA provided an estimated date of completion of April 2017.

For this reason, we wanted to provide you the opportunity to get the public release document more quickly and forego the remaining documents requiring submitter and technical reviews prior to its release. Please let us know if you wish to receive only the current publicly releasable document.
