Pursuant to the Freedom of Information Act, I hereby request the following records:

Contract M95494-19-C-0012 and any related amendments, memorandums of understanding, or intergovernmental service agreements; and any other agreements of any sort entered into by the U.S. Marine Corps with Anduril Industries for autonomous surveillance counter intrusion capabilities.

Responsive materials should include but not be limited to:

• the initial Invitation to Bid, Request for Proposal, or equivalent call for contractors
• the responsive materials provided by the winning bidder
• all other vendor responses
• all evaluation material, scorecards, reports, and notes generated in the selection process
• the current contract
• all exhibits
• all amendments
• all invoices/receipts detailing compensation received as a result of any agreements
• all agreements related to the provision of services, such as water and sewage
• all financial agreements (such as loans or bonds) entered into as a result or in association with any of the aforementioned agreements

You may limit your search to the period from January 20, 2017 to the present day.

Mijente first reported in 2019 that the Marine Corps had signed an agreement with Anaduril for autonomous surveillance counter intrusion capabilities at four Marine Corps installations (https://mijente.net/2019/07/anduril/). The report included a Justification and Approval for Use of Other then Full and Open Competition, apparently obtained through an earlier FOIA request, included in this letter as an attachment.

If any part of these documents are exempt from disclosure, please be sure to review and release all reasonably segregable nonexempt portions of responsive documents, as the FOIA requires.

I request that I be properly classified as a media requester. I am an investigative journalist who has written numerous articles on topics of public interest for the Asia Times, Responsible Statecraft, the National Interest, Reason Magazine, America Magazine and the Armenian Weekly, and I am requesting these documents in an editorial capacity. Please contact me if you have any questions about my media status.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
