Pursuant to the Freedom of Information Act, I hereby request the following records:

I'm requesting any and all materials related to the request-for, bidding, evaluation and selection of Blue Star NBR and Blue Star AGI (SAM #s GNGWYF8KEDM9 and D7VHQ16T8Z67) related to the contract of 28-May 2021 for $123.1million of nitrile rubber and glove facilities located in Wytheville, Virginia. The contract was awarded through the Department of Health and Human Services and the DoD/Airforce.

Additionally, I'd like to obtain all materials submitted by Blue Star NBR and Blue Star AGI in their submission for the contract.

This email is an acknowledgement of receipt of your FOIA for any and all materials related to the request-for, bidding, evaluation and selection of Blue Star NBR and Blue Star AGI (SAM #s GNGWYF8KEDM9 and D7VHQ16T8Z67) related to the contract of 28-May 2021 for $123.1million of nitrile rubber and glove facilities located in Wytheville, Virginia. Your case has been assigned case number 2023-00211-F.

Based on the information you have requested, we placed your request in the Complex processing track. A complex request can take substantial time and cause significant impact on responding units. Complications and delays are likely. Records sought are massive in volume. Multiple organizations must review/coordinate on requested records. Due to the stipulation of the FOIA publication, DODR 5400.7/AFMAN 33-302, we must inquire if you are willing to accept a clearly releasable copy of the requested record(s). A clearly releasable copy is one which can contain redactions, should it be determined some of the record(s) or portions thereof are not clearly releasable. In requesting a contract or contract-related documents, please advise whether you will accept a redacted format that removes all trade secrets or privileged or confidential commercial or financial information before being released {Information of individuals is redacted to protect personal information that, if released, would constitute clearly unwarranted invasion of personal privacy, information from third party submitters is redacted to protect trade secrets and commercial or financial information obtained from a person and privileged or confidential from unauthorized release}, or any information that falls under the 9 exemptions or contains privacy information, i.e. names. The redacted portions (if any) of responsive documents are removed without listing the exemption codes. This process does not require IDA approval or legal review and will be considered a full release.

Also, I just want to inform you a clearly releasable copy,:

-You will not get an official denial letter from the Initial Denial Authority (Thus, taking less time).

-Responsive Records will be redacted of all personal names.

-Responsive Record redactions will have no FOIA Exemption code.

-You will not have appeal rights; however, you may submit a new request for ALL the records not agreeing to CLEARLY RELEASABLE responsive records.

Please respond to us by COB 16 November 2022 and advise of your willingness to accept a clearly releasable copy and clarification on the requested information or the request will be Administratively Closed for failure to respond.

I'm curious how I've been classified as "commercial" fee category.

I'd also appreciate an estimate of costs before committing to them.

I will accept a clearly releasable copy, understanding privacy rights of individuals, etc.
