Pursuant to the Freedom of Information Act, I hereby request the following records:

Any and all records related to open and closed investigations on the following congresswomen:

Rashida Tlaib
Ilhan Omar
Ayanna Pressley
Alexandria Ocasio-Cortez

Any documents sufficient to show the number of threats understood by or investigated by the FBI to these Congresswomen. A sworn statement by a special agent of the FBI describes how the FBI coordinates investigations with the Capitol Police's "Threat Assessment Sections". (Probably Cause, Number 5 https://www.documentcloud.org/documents/5797407-12914518717.html)

If available, the nature of the threats investigated by the FBI (ie the context of threats investigated by the FBI) in coordination with the Capitol Police. We know that these documents exist as there are news stories about the threats leading to arrests by the FBI (https://www.washingtonpost.com/politics/new-york-man-charged-with-threatening-to-kill-rep-ilhan-omar/2019/04/06/5bcc05a4-5890-11e9-814f-e2f46684196e_story.html?utm_term=.b3a9044945fe).

These documents are being made by a journalist as a member of the media and therefore I request a fee waiver for any fees.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I am writing to appeal this denial under FOIA. My FOIA request did not ask the FBI for questions but asked for "documents sufficient to show the number of threats understood by or investigated by the FBI to these Congresswomen". I even stated where the FBI should search the records and how they are investigated. I am not asking for the FBI to provide me a number as an inquiry but to compile the open and closed reports investigated by the FBI and provide me a copy of those reports.

These documents are well know to be connected to a number of arrests, as announced by the FBI, and yet the FOIA office maintains there are no responsive records.
