I am appealing the determination that it is not a valid FOIA request and that it requires an unreasonable amount of effort to perform the search. Not only has the Bureau repeatedly granted such FOIAs in the past, it has posted them to its website under this very heading. Further, the number of people who have been in Congress during those years is a limited, concrete number that is easily referenced – information which the Bureau has ready access to. Further, courts have explicitly rejected the Bureau's arguments, as noted on the Justice Department's website. See Shapiro v. CIA, No. 14-00019, 2016 WL 1069646 (D.D.C. Mar. 17, 2016) (Cooper, J.), in which the court found that, "[r]egardless of how onerous it might be to locate them, there can be no dispute about which items are being requested."
