A copy of the current guidelines and policies for the use of confidential informants.

I would like to appeal ICE's refusal to confirm or deny the existence of responsive records in response to my FOIA request for "A copy of the current guidelines and policies for the use of confidential informants." ICE cites FOIA exemption 6 and 7(C) despite the fact that my request is not for records on any individuals. As such, the responsive records cannot possibly constitute an unwarranted invasion of anyone's personal privacy.
