Communications
From: Alex Guichet
To Whom It May Concern:
This is a request under the Freedom of Information Act. I hereby request the following records:
Any slides, memos, e-mails, or training materials issued to employees relating to the operation of electronic devices (computer, tablet, or mobile phone) issued since 2011 regarding the following topics:
1. Data Security (including the usage and configuration of Anti-Virus, Firewalls, Password reset policies, and VPNs.)
2. Whole Disk Encryption (and required configuration settings)
3. Mobile Device Management provisioning (including information on settings for tracking and restrictions placed on devices by installed device management profiles)
Additionally, I request information on Operating System and Application update requirements, such as standards in place requiring employees to update or not update devices, including emails and communications where IT departments request that employees defer updates from being applied immediately.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
Sincerely,
Alex Guichet

Hello Mr. Guichet,
This is to acknowledge receipt of your subject Freedom of Information Act (FOIA) request submitted to the DOE Headquarters (HQ) office and subsequently transferred to this office for processing. In your request, you were seeking the following:
-----------------------
Any slides, memos, e-mails or training materials issued to employees relating to the operation of electronic devices (computer, tablet or mobile phone) issued since 2011 regarding the following topics:
1) Data Security (including the usage and configuration of Anti-Virus, Firewalls, Password reset policies and VPNs).
2) Whole Disk Encryption (and required configuration settings).
3) Mobile Device Management provisioning (including information on settings for tracking and restrictions placed on devices by installed device management profiles).
Also information on Operating System and Application update requirements, such as standards in place requiring employees to update or not update devices, including emails and communications where IT departments request that employees defer updates from being applied immediately.
------------------------
In accordance with Office of Management and Budget guidelines, you are categorized as an "News Media" requester where normally charges for duplication apply. However, the DOE HQ FOIA office granted your fee waiver request for this FOIA request, and therefore, no charges will be assessed.
Because your request is very broad, before I can process it, I will need to know what locations you would like searched. Our office has records jurisdiction for the Office of Science (SC), the SC Integrated Support Center's Chicago Office, and six DOE SC Site Offices and the national laboratories they oversee (Ames, Argonne, Brookhaven, Fermi, Lawrence Berkeley, and Princeton). Please call me at your earliest convenience at my phone number below to clarify what locations you would like searched for responsive records. In the meantime, your request will be placed on hold pending clarification. Thank you.

Hello Mimi,
Please search for records at the Office of Science.

Hi Mr. Guichet,
As I look at your request, I also need to know if when you say “issued to employees” you mean “All Employees”-type issuances by management or IT management, not including employees who are communicating among or between themselves about data security, whole disk encryption, etc. I am reading your request to mean formal issuances to all employees, but I wanted to clarify this as “any communications between employees” would put the scope in an unattainable zone. I will await your reply.

Dear Mr. Guichet,
This email is in response to your Freedom of Information Act request (FOIA), 5 U.S.C. § 552, submitted to the Department of Energy (DOE) and transferred to the Western Area Power Administration (Western). Your request was received November 6, 2014 and has been assigned control number WAPA-2015-00159-F. Since we receive several requests a year, please use this number in any correspondence with Western about your request.
We are in the process of conducting searches for the requested documents; however, due to the large amount of documents to be searched and the reviews within several offices throughout Western and DOE, we estimate our response date to be mid-January 2015. Also, in your letter you requested a waiver of fees. The DOE has granted the request to waive fees for this request; therefore, no fees will be charged.
I appreciate the opportunity to assist you with this matter. If you have any questions about this letter or the FOIA process, please contact this office at (720) 962-7014.
Sincerely,
Patricia S. Land

Because we cannot leave requests open indefinitely, please let me know by COB Wednesday, December 10 whether you only want management issuances to employees, or all communications between employees. If I do not hear from you by that date, no further action can be taken and your file will be closed accordingly. Thank you.
