Communication should be between the following government employees involved in the negotiations: Mark Frassinelli, Stephen Baxley, William Hervey, Heather Flick, and Catherine Bird. Please include all communications between Jan. 1, 2019 and present day. Key words include: "negotiations," "union," "contract," "AFGE," "union time," "collective bargaining," "union offices," "grievance," "PIP," "Trump," and "Wilkie."

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Initial Agency Decision & Reasonable Search Dated 6/5/20, 6/8/20, & 6/18/20
On June 5, 2020, an OSVA FOIA Officer requested that the VA OIT submit all responsive emails within the email boxes of Secretary Robert Wilkie, former Deputy Secretary Jim Byrne, current Acting Deputy Secretary Pam Powers, and current Acting Chief of Staff Brooks Tucker, with the search date timeframe of January 1, 2019, to June 5, 2020. On June 8, 2020, the OIT office submitted its results.

On June 18, 2020, an OSVA FOIA Officer conducted the below follow-up searches within the email boxes of Secretary Robert Wilkie, former Deputy Secretary Jim Byrne, current Acting Deputy Secretary Pam Powers, and current Acting Chief of Staff Brooks Tucker, with the search date timeframe of January 1, 2019, to June 5, 2020, and with your search parties and terms.
