Pursuant to the Freedom of Information Act, I hereby request the following records:

In 1970 and 1971, Lawrence McWilliams was legal attache at the United States Embassy in Copenhagen, Denmark. At this time, Arne Kleveland was the Director of the National Criminal Investigation Service in Norway.

I hereby request a copy of all documents, letters, memoranda, requests, communications between Arne Kleveland and Lawrence McWilliams between January 1, 1970 and December 31, 1971.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Runa Sandvik:

This is in response to your November 1, 2022, Freedom of Information Act
request (R 23-06504) about all communication between Lawrence McWilliams
and Arne Kleveland during the period January 1, 1970, through December 31,
1971. We received your request on November 7.

While the National Archives has accessioned some Federal Bureau of
Investigation (FBI) records, the index to those records has not yet been
accessioned. Before a search can be made for records responsive to your
inquiry, first you must submit a Freedom of Information Act request
directly to the FBI requesting either declassification of responsive files
that remain in their custody or the file designations for records
transferred to the National Archives.

If the FBI provides you with file designations for records transferred to
the National Archives, you should then submit a FOIA to NARA so that a
search can be made. Please note that even if the records are in NARA
custody, they may not be available for immediate public use.

We do not consider this response a denial under the Freedom of Information
Act because we cannot determine without more specific information whether
the records you have requested exist.

This concludes the processing of your request.

You have the right to file an administrative appeal in writing via regular
U.S. mail or email. Your appeal should be received within ninety (90)
calendar days from the date of this letter and it should explain why you
believe this response does not meet the requirements of the Freedom of
Information Act. Please address it to the Deputy Archivist of the United
States (ND), National Archives and Records Administration, 8601 Adelphi
Road, College Park, Maryland 20740. Both the letter and the envelope
should be clearly marked “Freedom of Information Act Appeal.” You may also
