This is a request under the Freedom of Information Act. I hereby request the following records:

All communications from February 2006 to August 2013 between Janet Napolitano and Joseph Aoun, president of Northeastern University.

I also request that all fees be waived as I am a journalist -- employed by MuckRock and the Boston Globe -- and intend to use any pertinent information I receive as a result of this request to educate the public.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Hello,

I would like to appeal your decision to classify me as a commercial requester for the purposes of FOIA #2014-HQFO-00473. In your April 28 letter denying my request for a fee waiver you state that I "have not presented a convincing argument that MuckRock News is entitled to a blanket waiver."

As I have clarified in previous letters to your agency, I am not asking for a blanked waiver for MuckRock. I clearly stated in my request that I am a journalist employed by MuckRock and the Boston Globe and was requesting an individual fee waiver.

I have already provided your agency with evidence as my work as a journalist for other requests, and my appeals of previous fee waiver denials by your agency have been successful. Even so, here are several of my clips to confirm that I am indeed a journalist:
