Pursuant to the Freedom of Information Act, I hereby request the following records:
All communications between CPSC and manufacturers or private labelers seeking to withhold information from release in accordance with the Commission's authority under 15 U.S.C. § 2055(b) between the dates December 1, 2018 and January 1, 2019.
I am a career journalist with work that has appeared at The Daily Beast among other publications. I am willing to pay any reasonable expenses associated with this request, however, as the purpose of the requested disclosure is in full conformity with the statutory requirements for a waiver of fees, I formally request such a waiver.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

The Consumer Product Safety Commission (Commission) is in receipt of your request for information pursuant to the Freedom of Information Act (FOIA), filed via MuckRock.com on January 12, 2019 (see attachment).
In your request, you seek:
All communications between CPSC and manufacturers or private labelers seeking to withhold
information from release in accordance with the Commission's authority under 15 U.S.C. §
2055(b) between the dates December 1, 2108 and January 1, 2019.
Your request as stated does not constitute a proper FOIA request. Under the FOIA and the Commission's regulations, a request for access to records must reasonably describe the records being requested. See 5 U.S.C.. § 552(a)(3)(A); 16 C.F.R. § 1015.3(b). Determining whether a request meets this requirement hinges upon the ability of an agency's staff to reasonably ascertain exactly which records are being requested and to locate them. Requests which are so overly broad, sweeping and lacking in specificity are not reasonably described.
That said, I encourage you to contact me to discuss whether you are able to more clearly describe the records you seek, and to discuss ways you might consider narrowing your request to more manageable proportions.
If I do not hear from you by close of business on February 22, 2019 via email or phone to discuss the scope of your request, we will administratively close it on the grounds that it is an improperly submitted request.
