Dear Mr. O'Neill,
Based on our review of your correspondence, we are unable to take any action at this time. Please be advised that in the FOIA the standard for determining whether a particular request is reasonable is if a professional agency employee familiar with the subject of the request could locate a responsive record(s) with reasonable effort. In this case, the location of the information you have requested, if it exists in the files of the FAA, is unknown, and any search would be based on guesswork. In order to determine if these documents exist the FAA will need you to either provide an employee who would have spoken with the named individuals of Amazon, or at minimum an office where you believe these correspondences took place. If you are able to provide this information, please resubmit your FOIA request, as this one has been withdrawn.
