Here the OIP refuses to unmask the FBI, money file. I was investigating Cointelpro Harassment of FOIA requesters. The FBI is required to keep an accounting of any monies it receives conducting any government activities. And if it is operating a free library and engaging in cointelpro harassment of FOIA requesters it needs to be stopped.

Pursuant to federal record keeping guidelines if the FBI has generated any monies in relation to publishing or releasing documents it should be able to provide an answer to the FOIA or a no responsive records reply. These type of records are required to be kept.
Thanks in advance for your assistance.
