This is a request under the Freedom of Information Act. I hereby request the following records:

All U.S. State Department cables from January 1, 2011 until Jan. 6, 2016 with the term "CODEL" in the subject line.

This request rephrases request F-2015-16809 to make it easier for State Department staff to locate the records. Previously, I had requested all cables related to Congressional delegations (CODEL), however that request was speedily rejected and closed because the State Department said: "You have not reasonably described the records you seek in a way that someone familiar with Department records and programs could locate them."

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

I'm a bit confused. Yesterday I received an estimated completion date of April 2018. Now, I'm being asked to narrow the scope of my request.

This is the second time your office has asked me to rephrase this request. This time, your office waited more than 3 months--that's several months after your office informed that the department was processing my request.

I maintain that the public has a right to access all CODEL cables: this information is crucial to understanding how members of Congress are fulfiling their obligation to their constituents. It would of course be ideal to have this information in the hands of voters as soon as possible, and certainly during the current administration.

I would like to begin the appeal process, and I intend to simultaneously begin the OGIS process. Please provide me with whatever relevant information you would like me to include.

I plan to identify certain members of Congress per item 1), but narrowing countries is unreasonable since I have no way of knowing which countries they visited. I will consider narrowing down the time as well, but three years is not an appropriate limit in order to evaluate the amount of work a member may do over the course of a term.

I am particularly interested in documents that describe what happened during the CODEL, including cables before the CODELs came and summaries of the meetings. I do believe the financial information would be interesting and may help me understand the CODELs. Could you give me an idea regarding how many documents would fit into those expenditure categories vs. how many there that contain substantive information about the nature of the CODELs?

I have only reviewed about 200 out of about 7,000 cables and nearly 85 per cent of those 200 simply provide authorization for standard per diem, names of those authorize to receive it, fiscal data codes for funding and Embassy expenditure reports. 200 cables is not a good sampling of what is in the 7,000 so I cannot advise how many documents would fit into those expenditure categories vs. how many there that contain substantive information about the nature of the CODELs?

If you are only interested in the substantive reporting cables (these are summaries/details of what happened) and scene setters (background information before meetings and what is expected to happen during the meetings), and the Embassy expenditure reports (often expressed in fiscal codes) then I will narrow your request to just those three area. Please advise.

This is a request under the Freedom of Information Act. I hereby request the following records:

All U.S. State Department cables from January 1, 2011 until Jan. 6, 2016 with the term "CODEL" in the subject line.

This request rephrases request F-2015-16809 to make it easier for State Department staff to locate the records. Previously, I had requested all cables related to Congressional delegations (CODEL), however that request was speedily rejected and closed because the State Department said: "You have not reasonably described the records you seek in a way that someone familiar with Department records and programs could locate them."

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
