This is a request under the Freedom of Information Act. I hereby request the following records:

All emails between employees of the Copyright Office and employees of the Library of Congress from July 2016 through November 2016.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Hi Abioye,

Thank you for the response. I would like to narrow down the request to emails between Maria Pallante and Carla Hayden between July 2016 and November 2016. I recognize that portions of many of these emails may be exempt under b(5), but also recognize that b(5) is limited to situations in which the communication is both predecisional and deliberative -- and I believe that many of the communications sought will not fit both of those rules. Along those lines, Congress has also declared that it is "the policy of the United States that the public is entitled to the fullest practicable information regarding the decisionmaking process of the Federal Government" and thus, many of those communications should be available, rather than exempt.

But before we can issue a final response, we have to consult with a separate division, the Office of the Librarian, as the records pertain to the Librarian. The Copyright Office anticipates that it will be just a few more weeks before we are able to release the records to you, but we hope sooner than that. The records involve another agency, the Library of Congress, and as such we have to get clearance from the Library, causing a delay. We appreciate your patience.
