From: Taylor Amarel
To Whom It May Concern:
Pursuant to the Freedom of Information Act, I hereby request the following records:
All emails sent to, from, or copied to: Theodore J. Garrish, from January 1, 2016 to Present Day containing any of the following non-case-sensitive key-string "liberals", "kushner", "Giuliani", "Mastroianni", "Elliott Broidy", "Mark Siffin", "EB-5", "George Nader", "Erik Prince", "alias", "FOIA", "Israel" or "whistleblower". After conducting a search to determine how many email records exist, if these records are too cumbersome to go through, please let me know the total number of records for the time period requested and I may desire to modify my request to limit the keywords or timeframe.
You may exclude emails that may be classified as newsletters, junk, or spam.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

To whom this may concern,
I appeal this determination. The records are exactly described in a manner that can be easily searched. Furthermore, the location of the records is easily determined to be the email system.
I note that all other federal agencies, and in fact the DHS itself, have already conducted email based key-word searches for previous requests of mine and others. Therefore, this request is no different than the others requests.
Please conduct the search as described and let me know how many records result.
From: Taylor Amarel
To be ultra clear, here is a list of FOIA requests from federal agencies that have done email searches in response to FOIA requests, these are in addition to the other very public FOIA requests regarding former Secretary of State Hilary Clinton, FOIA requests regarding Bengazi, etc. There is no reason as to why email records can not be searched.

There are thousands and thousands of more FOIA requests that relate to email searches that have been processed by federal agencies.

Good Afternoon,
We received your inquiry in regards to case # 2019-HQFO-00846. Please keep in mind keywords are used to narrow down a search topic, but when providing a number of commonly used terms, you may get a large number of results that may not be related to your search topic. Not knowing the specific search topic will make it impossible to conduct an adequate search. Please consider the following:
· Consider providing a search topic or the underline subject of your search
· Provide the name of the individual you want us to conduct a search for
· Eliminate commonly used keywords, and use a combination of keywords to narrow your search (ie: “drugs” AND “marijuana” AND “punishment”)
If you have any questions, please feel free to contact us at your convenience.
Thank You,
