Pursuant to the Freedom of Information Act, I hereby request the following records:

I am seeking information on a CIA program related to "CKELBOW" - A supposed late-1970's soviet communications tap mentioned in the book "Billion Dollar Spy" by David E. Hoffman. I am seeking technical details on this program including but not limited to the physical location of the tap, technical specifications of the tap, as well as any memo documentation related to intelligence generated by this tap during its operation between the years of 1975 and 1983.

I would also like to request further documentation related to Crest document CIA-RDP80B01554R003200280014-6 (which I have attached) that may be relevant to CKELBOW. I am also attaching documentation that relates to this request that includes further detail.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
