Pursuant to the Freedom of Information Act, I hereby request the following records:

Records mentioning or generated as a result of liaisons and contacts between CIA officials and the following USAID personnel:

CHAMBERS, Ann
WHITE, James

For the purposes of this request, the words "contacts" and "liaisons" are being used in the way CIA used them in CIA-RDP78-00300R000100090121-9 (dated 1975), which officially disclosed these relationships. A copy of the file can be found at https://www.cia.gov/library/readingroom/docs/CIA-RDP78-00300R000100090121-9.pdf. This request may be limited to the beginning of 1970 through the end of 1979.

Note that these details are more than specific enough to conduct a search, a standard upheld by recent court rulings including Shapiro v. CIA, No. 14-00019, 2016 WL 1069646 (D.D.C. Mar. 17, 2016) (Cooper, J.).

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

May 28, 2019 RE:  USAID FOIA No. F-00163-19 Dear Ms. Best: This acknowledges receipt of your May 28, 2019, Freedom of Information Act (FOIA) request to the United States Agency for International Development (USAID).  Specifically, you requested records mentioning/generated as a result of liaisons and contacts between CIA officials and the mentioned USAID personnel. (Date Range for Record Search: From 1/1/1970 To 12/31/1979). The FOIA provides that fees should be waived or reduced if disclosure of the information is in the public interest because it is likely to contribute significantly to public understanding of the operations and activities of the government and is not primarily in the commercial interest of the requester.  As a member of the media, the only applicable fee is duplication.  Duplication is $0.10 per page, but the first 100 pages are free.  After review of the fee waiver criteria, your fee waiver request is moot.  Since the only applicable fee is duplication, and USAID routinely furnishes responsive records to FOIA requesters in electronic format, it's most likely there will be no duplication fees to assess.
