This is a request under the Freedom of Information Act. I hereby request the following records:
All Concept of Operation, Outside Activity Request documentation and Leave Without Pay records for CIA officials/agents assigned to the NYPD. Such documentation is identified in the CIA Office of the Inspector General's December 2011 executive summary, "Review of the CIA-NYPD Relationship". (See https://epic.org/foia/cia/CIA-IG-NYPD-Rprt.pdf). Please note that this IG report was provided to the Electronic Privacy Information Center following a lawsuit under the Freedom of Information Act, and that the existence of the documents listed below are now considered to be public knowledge.
In part, the above report reads: "A Concept of Operations (CONOP) was developed by senior Agency officers in April 2002 for a temporary duty assignment (TDY) of a seasoned Directorate of Intelligence (DI) analyst to New York City for a six to nine month period.
"[...] he was contacted by Commissioner Kelly and offered a full-time position with NYPD. [redacted] was interested and he requested Leave Without Pay (LWOP) from the Agency so he could accept the NYPD offer. In addition, an Outside Activity Request explaining his intent to work for NYPD was submitted electronically on his behalf. [....] Although [redacted] LWOP was initially approved for just a year, Agency records show he received annual support for continued LWOP through his resignation from CIA in May 2009."
