From: National Archives and Records Administration

Dear Elizabeth Klein,

This is in reply to your Freedom of Information Act request, dated May 10,
2022 for records relating to Charles Klein. Your request was received in
this office on May 12, 2022 and assigned the case number 22-40172.

Your request for FBI files has been referred to our Special Access and FOIA
office. They will provide a separate response.

The National Archives holds litigation case files of the Department of
Justice in Record Group 60: General Records of the Department of Justice.
These records are arranged into numerical classes based on the infraction
of the law involved, and we hold various indexes to these case files
allowing us to locate records related to specific individuals or
organizations.

We searched the Department of Justice General Index to Litigation Case
Files, 1904 - 1951 <https://catalog.archives.gov/id/1882794> (Entry A1
110-A) and the Internal Security Index, 1930 - 1979
<https://catalog.archives.gov/id/729763> (A1 1011), but did not locate any
responsive records.

The War Department Military Intelligence Division (MID) records are also
held by the National Archives at College Park in Record Group 165: Records
of the War Department General and Special Staffs, 1860 - 1952.

The primary series documenting the activities of MID is the Security
Classified Correspondence and Reports, 1917 - 1941
<https://catalog.archives.gov/id/305261> (Entry A1 65).

This series consists of correspondence and reports pertaining to military
espionage and counterespionage; daily estimates of the worldwide military
and economic situations; the monitoring of activities by domestic and
foreign labor groups, organizations, and individuals considered to be
radical; domestic and foreign newspapers and publishing firms; the
supervision of intelligence officers in the field; and the cooperation with
other federal government agencies regarding censorship and intelligence
activities.

We reviewed the name index to these records and located various references
to MID files related to a Charles Klein. These index cards have been
digitized and you can view them here
<https://catalog.archives.gov/id/118186585> (images 1677 to 1687).

If you wish to access any of the files referred to on the index cards,
please let us know the file numbers that interest you. We would be happy to
provide reproductions of the files that you are interested in. Please note
that reproductions are $0.80 per page.
Alternatively, we would be happy to make the records available in our
research rooms should you have an opportunity to visit the National
Archives. We recommend scheduling a virtual consultation before scheduling
a research visit; working with a reference consultant will help you better
prepare for your visit. Please contact archives2reference@nara.gov to
schedule a virtual consultation.

You could also hire a researcher to conduct research on your behalf. A list
of private researchers who are familiar with National Archives facilities
is available on our web site at
https://www.archives.gov/research/hire-help/index.html.

We are scheduling visits no more than three months in advance as we are
closely monitoring local public health metrics due to the COVID-19
pandemic. Research room hours are Monday-Friday, 9:00am-5:00pm. Please
contact visit_archives2@nara.gov to request a research appointment. If you
hire a researcher, they will need to make an appointment directly with us.
Requests will be processed in the order they are received by the above
listed email address.

We do not consider this a denial of your FOIA request. However, if you are
not satisfied with our action on this request, your options for appeal and
dispute resolution are outlined in the attachment. If you have any
questions, you may reach us at archives2reference@nara.gov.

This completes the processing of your request.

Dear Elizabeth Klein,

This request is an exact duplicate of information previously submitted in
request RD 67519 which was responded to on May 19, 2022. You provided no
additional or alternate search instructions, nor any indication responsive
records would be in any other specific records series. A staff member will
search for the record(s) and provide you with a more substantive response
detailing the results of the search and the estimated completion date for
your request. Thank you.
