To Whom It May Concern:
Pursuant to the Freedom of Information Act, I hereby request the following records:
All FBI policies (including Policy Directives, Policy Guides, and Policy Manuals), on the design of FBI challenge coins, and the process for approving said designs.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
Sincerely,
Paul Galante

To Whom It May Concern:
This is an appeal of FOIA request 1402980-000. I am appealing the FBI's determination that this request "does not comply" with FOIA and their bad faith decision not to perform any search for the records requested. The idea that records responsive to this request are outside the scope of FOIA would imply that FBI-issued challenge coins are an unsanctioned product, which is an absurd claim. I appreciate your anticipated cooperation in this matter.
Sincerely,
Paul Galante
