Any contracts with Carnegie Mellon University Software Engineering Institute's CERT.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

they recommended I get some clarification from you.
Are you seeking USSTRATCOM's and/or its subordinate component's specific
projects that are funded through the DoD's contract with Carnegie Mellon or
are you seeking DoD's contract with them?

... I wouldn't know for sure but I'm thinking the former would apply more directly to my original request "Carnegie Mellon University Software Engineering Institute's CERT".

Hello sir,
My apologies for the delay, I was out ill last week when I received a response
from AFMC. On 4 March, AFMC sent me eight work plans they determined were
responsive to your request. After conferring with each contractor, they
identified proprietary information that they recommended be denied under the
FOIA. However, they forgot to send me a clean copy of each work plan so our
initial denial authority cannot see what he was being asked to deny.
I've emailed the AFMC point of contact today and requested he send me clean
copies of the plans ASAP.
I'll let you know when I receive them and at that time I should be able to let
you know what internal reviews may, or may not be required.

Good morning sir.
Yesterday I received everything I needed from AFMC. They provided me the eight responsive documents with their Exemption 4 withholding recommendations. I will now start processing them, e.g., tasking them to the eight components to whom they apply for their review. I think a conservative estimate for you to start receiving them is around mid-May. However, as I receive them back from the owners, I'll process them and provide you interim responses.

Good morning sir,
CYBERCOM finally provided me their review of the documents under their purview. At this point, I have all the responses I need to proceed with staffing the Initial Denial Authority package. It will take me about a week to get that package staffed to the IDA and approximately another week for him to make his final decision. There's not a lot of information that's being recommended for denial. Most of what's being presented for denial is marked by CMU SEI as proprietary information exempt from disclosure under FOIA exemption 4.
My apologies for the delay in processing your request. Having to staff documents outside USSTRATCOM to our outlying components and in this case, external organizations, always throws a kink into the process.
