I am appealing the decision to provide only preprocessed copies, as the request explicitly specified "complete" meaning "unredacted." While some redactions might still apply, the Bureau's decision to not review them is completely contrary to the request, the statute and case law and there is no grounds to require a third FOIA request be filed to have it actually be processed.
The Bureau's decision is yet another instance of bad faith. (Whoever processed the request deserves itchy underwear.)

I am appealing the decision that the material was already reviewed and released to me, as it was not in any proper fashion. The Bureau was even instructed by OIP to reopen the FOIA and review the files in response to an appeal which stated, in part, "While some redactions might still apply, the Bureau's decision to not review them is completely contrary to the request." A decision to not review the files after that is beyond egregious.
I further appeal the integrity of the search, based on knowledge and belief.
