This is a request under the Freedom of Information Act. I hereby request the following records:

The database of possible excessive use of force allegations underlying the DHS OIG's report ("CBP Use of Force Training and Actions To Address Use of Force Incidents," http://www.oig.dhs.gov/assets/Mgmt/2013/OIG_13-114_Sep13.pdf).

From the report:

To determine the universe of excessive force investigations involving CBP
employees, we received data sets from OIG and JICMS that included more than
21,000 records of possible excessive force allegations.

Please note that I had previously requested this from DHS OIG (FOIA 2013-162), but DHS OIG errantly passed that request on to CBP. This is a request for the database(s) developed by DHS OIG staff to identify allegations of excessive force, which was accomplished by distilling data provided by CBP and JICMS.

Such database(s) might include the spreadsheet used to produce Figure 1, Figure 2 and Figure 4 in the above DHS OIG report.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
