Pursuant to the Freedom of Information Act, I hereby request the following:

Any document, file, record, or copy of a document, file, or record that is the latest version of the Federal Bureau of Prisons' Program Statement for Communications Management Units (CMU). It could be from 2016-2021, but not before 2015.

The Federal Bureau of Prisons has already posted the Program Statement dated April 1, 2015, with the following identifying details—OPI: CPD/ICT and Number: 5214.02. It was approved by Charles Samuels Jr., when he was the director of the Federal Bureau of Prisons. But I am seeking the latest version, whether it was signed by Mark Inch, Kathleen Hawk Sawyer, or Michael Carvajal, the current director (as of October 29, 2021).

This is not a request for documents that are covered by the deliberative or policy-making processes exemption, such as opinion, conclusions, and recommendations that were part of inter-agency or intra-agency memoranda or letters.



As a professional reporter who has a track record of journalism on the Federal Bureau of Prisons, I assert that I should be designated as a media requester for the purpose of assessing fees. Given the amount of public interest, I additionally ask that any and all fees be waived. In the event that there are fees, I would be grateful if you would inform me of any and all charges in advance of fulfilling my request.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
