This is a request under the Freedom of Information Act. I hereby request the following records:

Copies of contracts with Booz Allen Hamilton over the past 5 years.
Any final reports generated and delivered by Booz Allen Hamilton to the agency over the past 5 years

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Hi,

Thanks for your help with this request. I believe my fees were miscalculated.

I am a media requester, and this request is part of my regular reporting.

The time between your acknowledgement letter, on July 18, 2013, and the fee letter, Oct. 17, 2013, was 91 days, surpassing both the statutory limit for requests as well as the 10-day extension allowable for unusual circumstances. Accordingly, fees should be waived for this request.

We have categorized you as a commercial requester due to the fact that you collect fees to file FOIA requests through your site. Therefore, your request will incur fees if applicable.
We had contacted you about fees due via phone and follow up email in which you agreed to fees.
As with business records, we are obligated to go out to the submitter with proposed releases. This extends the timeframe out as noted in your original acknowledgement letter.

Thanks for your help clarifying. I left a voicemail and if it would be helpful to discuss over the phone, please let me know when would be convenient to talk.

I'm happy to pay associated fees when properly assessed, but I wasn't notified of my classification as a commercial requester until your Oct. 17, 2013 letter, when the fees were actually assessed.

Yes, MuckRock charges users to file requests, just like the New York Times charges readers a subscription and just as CBS charges advertisers to show commercials. Our business model has no impact on whether we're a journalistic organization; our journalistic output does and it is on display very publicly:

If it is still your office's opinion that I am not a news media requester, please let me know and I will formally appeal.
