Mr. Morisy,
We are contacting you concerning your FOIA request. The request is vague: what contract(s) are you looking for? Your request states all BAH contracts over the past five years. Please specify. Also, any reports are owned by BAH and not the government. You will need to contact the company directly for copies.
We have reviewed your request and determine that fees cannot be waived. Any documents that have been requested in the past by any agency will be delivered free of charge. We cannot determine the charge until we know exactly what you are looking for: basic contract, delivery orders, amendments, etc.
To clarify your last statement, with a contract request we are allowed 30 business days as opposed to 20 business days.
Please respond with the requested information by Thursday, 21 March, so we can commence processing your request. If no response is received by that date, the case will be closed with no further communication.
V/R,
From: Michael Morisy
Hi,
Thanks for your help.
I'm looking for the original contracts only, as well as the final work products (final reports, recommendations, etc) of produced reports as a result of those contracts.
Since I don't know what contracts with BAH exist, I don't know how to specify beyond stating "all". If it's possible to pull an index, or to list BAH contracts by some categorization, let me know and I will try and narrow it that way.
If the final products of those contracts remain the property of BAH, as you indicate, please provide the exemption for this denial.
Thanks for letting me know about the 20 days vs. 30 days. What permits the extra 10 days of processing time for contracts?
Hope this is helpful.
- Michael

Mr. Morisy,
I think our wires are crossed. It sounds like you want all contracts ever awarded to BAH by the government. Of course, that would be a monumental task and could potentially cost your client thousands of dollars. The FOIA Chief from USNORTHCOM suggested you may be looking for contract number SPO700-03-D-1380. Please let us know if this is or is not the case. We cannot task our contracting office to search through all their contracts to find those that may or may not satisfy your request. You did mention in your initial request that you wanted "Copies of contracts with Booz Allen Hamilton over the past 5 years. Any final reports generated and delivered by Booz Allen Hamilton to the agency over the past 5 years." What agency are you referring to? Please clarify all this information so we can commence processing your request. Thank you.

Dear Michael Morisy,
This is in response to your Freedom of Information Act (FOIA) request, transferred to our office by USNORTHCOM HQ NORAD USNORTHCOM/CS FOIA Officer, for the following records: Copies of contracts with Booz Allen Hamilton over the past 5 years. Any final reports generated and delivered by Booz Allen Hamilton to the agency over the past 5 years.
Your request does not sufficiently describe the desired records. The Freedom of Information Act (FOIA) applies to existing Air Force records; without more specific information from you, we cannot identify what documents might be responsive to your request. Please give us whatever additonal details you may have on the Air Force records you want. Can you tell us when the records were created, and what Air Force element may have created the records? If this request involves an Air Force contract, do you know the contract number and dates it convered? Based on the original request you sent us we are unable to respond.
We are asking that you provide the above requested information to our office no later than close of business on 20 Apr 2013. If your response is not received within the required time, your case will be administratively closed. Please note, if your case is administratively closed you have the option to resubmit your request at a later date. If you have any questions concerning your request, you may contact me at 719-554-1188. Please reference your assigned case number when making inquiries. Sincerely, //SIGNED//
