This is a request under the Freedom of Information Act. I hereby request the following records:

Copies of contracts with Booz Allen Hamilton over the past 5 years.
Any final reports generated and delivered by Booz Allen Hamilton to the agency over the past 5 years

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Mr. Moristy:

This is in response to your email (below) dated March 12, 2013, requesting,
pursuant to the Freedom of Information Act (FOIA), access to copies of
contracts with Booz Allen Hamilton (BAH) over the past 5 years.

Based on the information furnished, a search of automated indices at Defense
Security Service (DSS) Headquarters located no records responsive to your FOIA
request. The systems/offices searched included the DSS Office of Acquisitions
(OA) and the DSS Office of General Counsel. OA indicated that although DSS
has had no "contracts" with BAH within the past 5 years, DSS does have a
Blanket Purchase Agreement (BPA) with BAH (HSOO21-12-A-0002) for "Orders for
Supplies or Services" but DSS has not yet acted on this BPA to date. Since a
BPA is an "agreement" and not a "contract," it's disclosure is not subject to
your FOIA request.

Since DSS's no record response constitutes a denial of your request, you are
entitled to file an administrative appeal should you so desire. Appeals are
to be addressed in writing to the Director, DSS, Attn: FOIA/PA Appeal, 27130
Telegraph Road, Quantico, VA 22134, within 60 days from the date of this
email. Should you have any questions concerning this response, please feel
