Copies of contracts with Booz Allen Hamilton over the past 5 years.
Any final reports generated and delivered by Booz Allen Hamilton to the agency over the past 5 years

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

I apologize for the delay in acknowledging receipt of your FOIA request.
Unfortunately my computer got the blue screen of death on March 11th and I
didn't have it back until last Friday.

At any rate, I've assigned it tracking number NPS-2013-00442. You should
expect our response by April 9, 2013. If it turns out it will take us
longer than the 20 days, e.g. the need to search multiple offices or park
units, I will let you know and will provide you with a new estimated
response date.

consultation in accordance with 43 CFR 2.28. I am still working on
collecting and reviewing the "final report" materials, as they were located
in multiple NPS offices across the country.

Mr. Morissy,

The records you requested were located in multiple NPS offices across the
country. We are continuing to gather and review responsive documents. We
have received the feedback from Booz Allen Hamilton regarding the proposed
releases and will need to notify them of our decision. Once they receive
that notification, we will need to wait ten workdays before we can do an
interim release of the contract documents. We hope to have our final
response, which will consist of the "final report" materials, completed by
July 15th.

I had hoped to have our response out by the middle of June. Unfortunately,
the level of review and consultation required to review the very large
documents that are responsive to your request for "final reports" has been
very complex. I now hoping to have our initial review done and the
materials transmitted to the DOI Solicitors for review by the end of this
month. However, I am unable at this time to give you any estimate for the
amount of time it will take them to review the materials.

Subject: Response to Freedom of Information Act (FOIA) Request NPS-2013-00442

This letter is in response to your Freedom of Information Act (FOIA) request dated March 12, in which you requested copies of contracts between the National Park Service (NPS) and BAH over the past five years as well as copies of any final reports delivered to NPS.

Upon further review, your request is granted in part and denied in part.  I have loaded 13 responsive files, totaling 665 pages, onto our external FTP site.  The site will require you to create a user account, using the e-mail address you received this message at; however, once you do you will be able to access the files by clicking on the link below.

Portions of 106 pages have been redacted under Exemption 4, which allows us to withhold information that if released could cause substantial competitive harm to the information’s submitter.  The information being withheld under this exemption includes unit prices and hourly billing rate information.  Additionally the names of the BAH and subcontractor employees working on the projects have been withheld, with the exception of senior level employees and principles, whose affiliation with BAH and the subcontractors was a matter of public record.

Portions of 136 pages are being withheld under Exemption 5 of the FOIA, which allows us to withhold inter- or intra-agency records of a deliberative or predecisional nature, including confidential government financial information.  The information being withheld relates to the value or costs of future concessions contracts as well as the processes used to determine such costs.  Releasing this information would significantly harm the government’s financial interests and would also impair the contracting process.

Additionally, because the National Park Service creates and maintains law enforcement records, we are required by the Department of Justice to provide the following information, even though it may or may not apply to your specific request.  Congress excluded three discrete categories of law enforcement and national security records from the requirements of the FOIA. See 5 U.S.C. 552(c) (2006 & Supp. IV 2010). This response is limited to those records that are subject to the requirements of the FOIA.
