Good morning, this is in regards to your 2013-TSFO-01429 Freedom of Information Act request.

We are writing today to tell you that the estimated cost of processing your request is more than the $100.00 that you have agreed to pay. Our program office has identified approximately 41 contracts. It would take our office, at a minimum, roughly 8- 10 hours to review each contract. We estimate costs of $11,480.00 for the continued processing of your request.

Fee Estimate Breakdown:
search time at $28 per hour: no charge for this request
Approx. 410 hours of review time of 41 contracts at $28 per hour: $11,480.00
Duplication is .15 per page: no charge for electronic records

This is just an estimate. The final invoice will reflect the actual time expended which could be less than the estimate. If we expect the estimate amount to increase, we will contact you directly before incurring any additional fees. We will provide you with the final invoice with our final release of records.

Under the circumstances, you may:

* Provide us with written assurance of your willingness to pay $11,480.00 for the processing of your request, or

* Agree in writing to pay some additional amount that is lower than our estimate of $11,480.00 for the processing of your request, and/or

* Reduce the scope of your request, so as to limit the amount of time that would be required to process your request, such that your fee does not exceed the amount that you have agreed to pay.

If we do not receive your fee agreement within 10 business days of the date of this email, which is March 24, 2017, we will administratively close out your request. Since processing costs of this request exceeds $250.00, under the FOIA, we may request a prepayment of fees. After we receive your fee agreement, we will let you know if any prepayment of fees is required. Processing of your request will not resume until the remaining issues regarding the payment of FOIA fees have been resolved.
