From: Jason Koebler

To Whom It May Concern:

Under the provisions of the Freedom of Information Act, I request records from the following electronic search:

A copy of all emails from the domain "EOP.gov" to senior managers encompassed within the required agency system for retaining emails of senior officials. Frequently this records management policy/system is described by the name Capstone.
https://www.archives.gov/records-mgmt/grs/grs06-1-faqs.html

If the agency has not yet established NARA-compliant email retention procedures, then I instead request an electronic search of the mailboxes of agency senior managers for all emails that include the EOP.gov phrase in the FROM address.

I limit this request to the time period January 20, 2017 to the present.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. It will be used in the course of reporting for Motherboard, VICE Media's science and tech site (www.motherboard.vice.com).

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request, and I ask that this be filed under the news media fee category. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Jason Koebler

Good morning,

Our FOIA office received your FOIA request dated February 6, 2017, and
assigned it control number 2017-00365. Please cite this number in any
future communications regarding your request.

In your request you asked for the following:

"A copy of all emails from the domain "EOP.gov" to senior managers
encompassed within the required agency system for retaining emails of
senior officials. Frequently this records management policy/system is
described by the name Capstone.
https://www.archives.gov/records-mgmt/grs/grs06-1-faqs.html"

We have classified you as a representative of the news media. As such, we
may charge you for some of our duplication costs, but we will not charge
you for our search or review costs; you also are entitled to up to 100
pages of photocopies (or an equivalent volume) for free. See 43 C.F.R. §
2.39. If, after taking into consideration your fee category entitlements,
our processing costs are less than $50.00, we will not bill you because the
cost of collection would be greater than the fee collected. See 43 C.F.R. §
2.49(a)(1). We do not anticipate any charges for the cost of processing
this request.

We use Multitrack Processing to process FOIA requests. The Simple track is
for requests that can be processed in one to five workdays. The Normal track
is for requests that can be processed in six to twenty workdays. The
Complex track is for requests that can be processed in twenty-one to sixty
workdays. The Exceptional/Voluminous track is for requests requiring more
than sixty workdays for processing. The Expedited track is
for requests that have been granted expedited processing. Within each
track, requests are
usually processed on a first-in, first-out basis.

This request falls into the complex track.

If you have any questions, please contact us at BLM_WO_FOIA@blm.gov or
202-912-7560. Thank you for your interest in public lands and in programs
and activities of the BLM.

Thank you,
Keiosha Alexander

Hi Jason,

I hope this email finds you well. We are currently still searching for the
records responsive to your request. Because it asked for all emails from
senior management across the bureau, we had to do a pretty extensive
search. I will update you once I start receiving records from the program
offices.

Thank you,
Keiosha

Jason,

We are still in the process of collecting all the records for this request,
it has involved reaching out to all all parts of the Washington office and
several different state offices, the number of custodians that we are
dealing with to try and collect records has caused this process to take
some time but we should be able to offer a release in about a month.
