Dear Ms. Kopko,

This is in response to your request for a status update for your FOIA
request dated August 3, 2017. Your request has been assigned tracking
number BLM-2017-01111. In your request you asked for:

*...all records that pertain to the following entities:*

*- Petrogas- Gulfport Energy- Eclipse Resources- Flat Rock Development*

Your request is being forwarded to Eastern States Natural Resources to
conduct a search for responsive documents. I will provide you with an
update as soon as I learn more from them.

I apologize for my delay in responding to your inquiry. September 7th was
the first time I saw this particular request, so I thought your were asking
for a status update for your August 2 request. That's why I responded to
you as I did, on the 7th.

Sincerely,

From: FOIA, BLM_ES

Dear Ms. Kopko,

I am writing to update you on your FOIA request BLM-2017-01111 where you
asked for all records pertaining to *Petrogas, **Gulfport Energy, **Eclipse
Resources, and **Flat Rock Development. *

We have classified you as a representative of the news media. As such, we
may charge you for some of our duplication costs, but we will not charge
you for our search or review costs; you also are entitled to up to 100
pages of photocopies (or an equivalent volume) for free. *See **43 C.F.R.
§ 2.39*
<http://www.ecfr.gov/cgi-bin/text-idx?c=ecfr&sid=0fc3ab3499768eebc2e3691c8cf88dec&rgn=div5&view=text&node=43:1.1.1.1.2&idno=43#43:1.1.1.1.2.7.5.3>.
If, after taking into consideration your fee category entitlements, our
processing costs are less than $50.00, we will not bill you because the
cost of collection would be greater than the fee collected. *See *43
C.F.R. § 2.37(g)
<http://www.ecfr.gov/cgi-bin/text-idx?c=ecfr&sid=0fc3ab3499768eebc2e3691c8cf88dec&rgn=div5&view=text&node=43:1.1.1.1.2&idno=43#43:1.1.1.1.2.7.5.13>
. Per your request, we will notify you, in advance, if fees exceed the
$50.00 threshold referenced above.

The search for records has already begun and is ongoing. Because we will
need to search for and collect requested records from field facilities or
other establishments that are separate from the office processing the
request and examine a voluminous amount of separate and distinct records
that are demanded in a single request we are taking an 18-workday extension
under *43 C.F.R. § 2.19(b)*
<http://www.ecfr.gov/cgi-bin/text-idx?c=ecfr&sid=0fc3ab3499768eebc2e3691c8cf88dec&rgn=div5&view=text&node=43:1.1.1.1.2&idno=43#43:1.1.1.1.2.4.5.6>.
We therefore expect that we will dispatch a determination to you by
10/31/2017.

You may limit the scope of your request, which may enable us to process it
more quickly, or agree to an alternative time period for processing by
communicating with us or our FOIA Public Liaison, Ryan Witt, (202) 912-7562
or rwitt@blm.gov.

You can expect to hear from us promptly regarding the outcome of this
search.

Sincerely,

From: Bureau of Land Management

Dear Ms. Kopko,

In my previous email I stated that I expected to make a "determination" by
October 31st, which is not the same as completing the request. The search
for documents was still underway, at the time of my email, and was not
completed until last week. The search results were voluminous and many of
the documents contained various numbers of attachments, so the total number
of pages is not readily apparent. I have been reviewing the documents, but
I estimate there will be well over 1,000 pages, and it will take a few
months to process them all.

I plan to release these documents to you in batches, once I have a few
hundred processed. To help you get the information you are looking for as
quickly as possible, can you tell me if there is a particular company or
particular search element I should focus on first? I can put those
documents in the first batch. Regardless of how many documents I have
processed, I will release something to you within the next two weeks.

Please contact me if you have any questions. If you wish to discuss by
phone, my number is listed below. My normal work schedule is Monday through
Thursday, 7:30am - 6pm (EST).
