In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Please explain what clarification you need. Your request was ambiguous, and I'm not sure what help you need. The request, as written, was clear according to statutes and I am quite happy to cite case law if necessary. I would like to help you process the request as efficiently as possible, but if you don't help me to help you, I would have no choice but to force you to proceed (through a lawsuit, if necessary) and process the request as you are required to do by statute and case law.
Yes this is a late response. Reopen the request. If you want to do all the formality bullshit, we can but honestly it's a waste of everyone's time and it's not a game you win in the long run. Ever. You generally can't even acknowledge requests in the time period the law allows you to complete them. Need I remind you of the WikiLeaks FOIA (which I'm still expecting documents from, BTW...)?
