Pursuant to the Freedom of Information Act, I hereby request the following records:
Any and all Bureau of Industry and Security (BIS) records regarding Adnan Khashoggi (in Arabic: عدنان خاشقجي) a foreign national referred to as an "arms dealer" or "arms broker." His name is sometimes rendered as "Adnan Mohamad Khashoggi" or "Adnan M. Khashoggi." He is listed on Wikipedia as having the date of birth July 25, 1935. Adnan Khashoggi is widely reported to have died in 2017 in London, England (see attached article from the NY Times); records concerning him as a subject should thus be assumed free from FOIA Exemption 6, 7(C) and the Privacy Act.
In addition, I request any and all BIS records for entities related to Adnan Khashoggi: Triad Holding Corporation; Triad Financial Establishment; Triad America Corporation; Triad International Marketing; Akorp, N.V.; Ekorp, N.V.; A.K. Holdings, S.A.; A.K. Holdings Ltd.; Triad Foundation; Triad Condas; Edgington Oil Company; Handlingair Ltd.
Please conduct a search of all systems of records for both main-file records and cross-reference records for all relevant names, agencies and companies. Of particular, but non-exclusive interest, is the BIS system of records COMMERCE/BIS-1, Individuals Identified in Export Transactions and Other Matters Subject to BIS Jurisdiction.
If any potentially responsive records have been destroyed and/or transferred to NARA, then I request copies of the destruction or transfer slips as well as any other documentation relating to, mentioning or describing said transfer or destruction, to include but not be limited to confirmation that CBP has no other copies of said records.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I am filing a blanket appeal to this response (rejecting the FOIA request) as deficient in its entirety. First and foremost, there are no actual grounds for denial even cited; there is not even a Glomar response.
Second, the SORN for the System of Records I requested searched (BIS-1, "Individuals Identified in Export Transactions and Other Matters Subject to BIS Jurisdiction") clearly states that the records system is unclassified.
Third, the System of Records may be designated "sensitive," but all matters of sensitivity are null and void. As I stated in my original request, Adnan Khashoggi is dead as of 2017. The companies I named went bankrupt decades before that. There are thus no exemptions related to national security, law enforcement, harm to ongoing matter or trade secrecy that apply here.
