This is the final response to your October 29, 2013 Freedom of Information Act (FOIA) request. This request was referred for direct reply from the Federal Bureau of Investigation (FBI). The United States Agency for International Development (USAID) received your request in this office on July 27, 2016. You requested all documents, correspondence, and/or materials pertaining to the Federal Bureau of Investigation’s investigation or examination into Warren Wilhelm and Maria Wilhelm of Cambridge, Massachusetts. For your information, Congress excluded three (3) discrete categories of law enforcement and national security records from the FOIA. See 5 U.S.C§ 552(c) (2006 & Supp. IV (2010)). This response is limited to those records that are subject to the requirements of the FOIA.
