From: Matthew Hoppock
To Whom It May Concern:
Pursuant to the Freedom of Information Act, I hereby request the following records:
On the BIA Web Page, there is a page entitled "BIA IT Office or "BIAITInformation," which appears to be located at the url https://eoirnet/sites/eoir/BIA/BIAWeb/Pages/desk.aspx.
From that page I am requesting a series of documents, including documents contained at the links:
"BIA ITO - An Overview"
"IT questions - Whom Do I Contact?"
"IT Security - EOIR Rules of Behavior"
"Records - What is an EOIR Record?"
"FileTrail - To Scan Files?"
"FileTrail - To Assign Cases?"
"FileTrail - To Track Cases?"
"Snag-It - To Take a Screenshot?"
"Everything - OIT Training Manual"
"Office 2016 - Frequently Asked Questions"
"Office 2016 - New Features"
"Office 2016 - Items to Note"
"Cognos - EOIR Data Dictionary"
For each of these links, we are requesting a complete copy of what is contained when that URL is selected in a web browser. If the link goes directly to a .pdf document, we are requesting a copy of that .pdf document. If the link goes to a new web page, we are requesting a copy of that webpage (a screenshot is fine if it is readable, but otherwise "print to PDF" would be preferable).
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
Sincerely,
Matthew Hoppock

Mr. Schaaf,
Thank for your sending these documents to respond to request number 2019-21471. However, three documents requested seem to be missing, and the adjudication letter does not say this was a partial response or that any records were withheld. The three I am not seeing are called:
(1) "Records - What is an EOIR Record"
(2) "Everything - OIT Training Manual" and
(3) "Cognos - EOIR Data Dictionary."
Were these withheld? If so, could you share which exemption was relied on for the withholding? Thank you.
From: Department of Justice, Executive Office for Immigration Review
Matthew, we did not withhold any documents. I would guess there were previously documents posted in these places, that at some point became obsolete and were removed or replaced with links to more current materials. Please see below. Wr/JRS

Joseph,
For two of these records ("Everything - OIT Training Manual" and "Cognos - EOIR Data Dictionary") you write that the link leaves the BIA Intranet and goes to a different page hosted by OIT. I'm still requesting that record, whether it is currently being hosted on the Intranet page or is elsewhere in the EOIR's Office of Information Technology's page.
It sounds like you're saying these exist but that they're not in the location I described. However, I am still requesting those records (whatever is at those two links).
Thank you.

Thanks. Are we still expecting to receive the document called "Everything - OIT Training Manual"?
