As a 35 year veteran of Washington journalism, I request a fee waiver. The documents I seek concern De Torres role in U.S. government operations and activities related to Cuba. Their disclosure is likely to contribute to understanding of these operations or activities and U.S.-Cuba Relations today. Specifically, disclosure will likely result in public understanding of CIA's role in U.S. -Cuba relations today.
