This is a request under the Freedom of Information Act. I hereby request the following records:

1) A copy of any Patient Advocacy Tracking System (PATS) report(s) documenting the number of complaints lodged at every V.A. hospital for the years 2012-2016.

2) A copy of any PATS reports showing annual (year-end) data for the Edith Nourse Rogers Memorial Veterans Hospital in Bedford, MA for the years 2012-2016.

Please note that I am not requesting any reports that would include patient names or identifying information. I am looking for aggregate reports with the number, and if possible, type of complaints. According to the V.A.'s PATS User Guide (https://www.va.gov/vdl/documents/HealtheVet/Patient_Advocate_Track/pats_1_5_userguide.pdf) these reports are readily available and can easily be downloaded in spreadsheet format.

I also ask that all fees be waived for this request as I am a journalist employed by the Lowell Sun, I intend to use the requested records to publish articles in the public interest, and the records I have requested are easily searchable and require no redaction.
