We received your January 21, 2019, request for correspondence between CPSC and Bath and Body Works. The request, however, should include a more descriptive product name to narrow our search. A proper request for records "must reasonably describe the records requested" by including search terms such as "dates, title, file designations, and other information which may help identify the records." 16 C.F.R. 1015.3(b). In cases where such information is lacking in a request, the requestor must clarify the search terms so that the request becomes manageable. See 16.C.F.R. 1015.3(c).

We regret that due to the recent lapse of appropriations our office was closed from December 22, 2018 to January 26, 2019, and FOIA staff was unable to process any new or pending requests and appeals during that time. We have experienced a severe staffing shortage since late May 2019 and are working on training people up to take over requests left by the four specialist and program assistant who are no longer with the agency.
